This document is the result of the UNWTO/INRouTe Agreement signed in July 2011. A first draft was released by UNWTO in 2013 as “International Network on Regional Economics, Mobility and Tourism Organization (2012), A Closer look at Tourism: Sub-national Measurement and Analysis- Towards a set of UNWTO Guidelines, UNWTO, Madrid.

Although parts of the present document have been circulated in different occasions along the last two years, you now receive this consolidated draft for an initial round of global discussion. We hope to have your comments and suggestions on this first statistical insight of tourism at sub-national levels which is based on the two international statistical standards on tourism statistics, namely the International Recommendations for Tourism Statistics 2008 (IRTS 2008) and the Tourism Satellite Account: Recommended Methodological Framework 2008 (TSA:RMF 2008), as well as the UNWTO International Recommendations for Tourism Statistics 2008 Compilation Guide.

This consolidated draft document will also be presented and discussed in the upcoming meeting of the UNWTO Committee on Statistics and Tourism Satellite Account next January 24-25, 2017 as well as the ensuing procedures.

A revised document is to be presented in the forthcoming International Conference on Tourism Statistics in the Philippines next June 21-24, 2017.
