Balearic Islands: COVID-19 – TOURISM responses (update 14/05)

The region of Balearic Islands has been working on three steps to reply to COVID-19 impacts in tourism: 1st liquidity for enterprises and support to workers, 2nd developing the protocol for safety tourism travels, mobility and connectivity, 3rd the change of regional tourism model.

The regional Ministry of Tourism and Employment, has developed a dedicated website and a telephone help desk to assist the tourism industry to mitigate the current COVID-19 impacts.

Highlight the measures

FISCAL RELIEF

Deferred payment of 2 regional taxes (interest-free): Tax on document duties and registration fees and the Property Tax.

ECONOMIC LIQUIDITY

Balearic Islands Government is providing liquidity to companies and freelancers (125M €)

Close collaboration with TO, local stakeholders, labour Unions and airlines to restore the region economic activity and employment asap.

Subsidies provided by ERTEs until April 2020, are equivalent to 1% of the Balearic Islands GDP. It is a large automatic stabilizer.

Emergency plan for the agricultural sector (1.8M €).

PROTECTION OF WORKERS

Historic Agreement between the Balearic Islands Government, the employers organisations and the Balearic Islands trade unions to amplify the protection of businesses and workers amid the coronavirus crisis.

Special unemployment benefits for self-employed workers and temporary workers.

Exemption to pay rental expenses (2/3 months) to 900 workers affected by ERTEs and to self-employed workers

Extension of the Minimum Guaranteed Social Income for 2,000 additional persons. 

Subsidies to cover individual's rental expenses 18M€.

PROMOTION / MARKETING

Collaboration with Spanish Travel Agencies to attract in the short-term Domestic Tourism. 

RECOVERY PLAN

The recovery plan will boost the commitment Balearic Islands had before the COVID-19 crisis on fostering greener and more sustainable destination, by focusing the newt tourism model on 5 areas:

1. Greener and sustainable destinations by: achieving the tourism transition into circular economy (better waste management, efficient water management, foster the local goods), and fostering investments in green energy (hydrogen plan for hotels);
2. Digitalisation as a factor for security and safety: Smart tourism (key enabler technologies for a safer destinations) and Innovative projects (IOT applications in tourism accommodation).
3. Safe destinations
4. Differentiation: new and updated sustainable tourism products
5. Social tourism: foster youth and senior tourism
